With an experience that spans over 37 years in the construction industry in diversified organisations in banking, contractor’s organisation and private practice, Dr. Femi Balogun has been at the forefront of the initiation, development, management and delivery of several built assets in critical sectors of the Nigerian economy. His key competencies are in procurement management, cost management, risk management and project management.
He is a Fellow of the Nigerian Institute of Quantity Surveyors (NIQS), a Fellow of the Royal Institution of Chartered Surveyors (RICS), UK and he is registered by the Quantity Surveyors Registration Board of Nigeria (QSRBN). Dr. Balogun is a Certified Construction Arbitrator (CCArb) involved in several construction disputes as Sole Arbitrator or a member of a Tribunal. He is also a Certified Public Private Partnership Professional (CP3P) and currently overseeing the professional development of the Public Private Partnership Practitioners Association of Nigeria (P3PAN). He has served in many committees of both the QSRBN and NIQS from 1990 to date and he is presently a permanent member of NIQS National Policy Committee.
He is the CEO of Package Consultants Ltd, a Chartered Quantity Surveying and Infrastructure Consulting Firm delivering projects both on the traditional, EPC and PPP Procurement methods. He is a member of the Board of Trustees of NIQS Foundation, Board of Trustees of the QS Academy and he is the immediate past Director General of the QS Academy. With a Doctoral Degree in Built Environment from the University of Salford, UK, Dr. Balogun has published widely and presented papers at national and international conferences, seminars and workshops. He is a Counsellor and an Assessor for the assessment for professional competence of the RICS and has chaired the RICS Assessment Panels for several years.
